Stupid Sevgate Colonel

Every episode of Stargate has Carter explaining technical stuff to Colonel O'Neill who looks on with a blank expression and his trademark 'aaarrggh!' Considering all of their missions are technical in nature (and most endanger Earth in some way), why would they assign such a dunce as their leader? The winning punchline was submitted by Nodrog_CRC.
